Rules

  1. Background

1.1.      In March 2001, the final service was held in the Longburn Combined Church. This service marked the end of over 100 years of worship in the church, beginning with the Methodist church and adding Anglican and Presbyterian streams during its history. The Longburn Oversight Committee decided to sell the church, the proceeds going to the Methodist Property trust. When the property was sold, the trustees generously offered St Mark’s a portion of the proceeds in recognition of their contribution to the worship and life of the Longburn Combined Church.

1.2.      In March 2001 the St Mark’s Parish Council decided to use the money received from the sale of Longburn Church to fund a scholarship to encourage the growth of members of the St Mark’s community. In making this decision, the Parish Council intended to focus on the mission of the church and to keep alive the spirit of the Longburn Combined Church through an on-going scholarship rather than a one-off use. The grant of $5000 formed the initial deposit in the Longburn Scholarship Account.

1.3.      At the 3rd AGM of the Parish of St Mark’s & St Andrew’s it was agreed that the rules of the scholarship should be revised so that they applied to the recently formed twinned parish.

2. Intention

2.1.            The intention of the Longburn Scholarship is to enable people to take up a course of study, or attend a workshop or conference, with the expectation that as a result they will grow in faith, skills, confidence and/or knowledge. It is expected also that this growth will benefit both the St Mark’s & St Andrew’s Parish and the individual recipient.

3. Eligibility

3.1.            All members and employees of the Parish of St Mark’s & St Andrew’s are eligible to apply for this scholarship. For the purposes of this scholarship, a ‘member’ is someone who regularly attends one of the churches within St Mark’s & St Andrew’s and who considers himself or herself a member of the parish.

4. The Longburn Scholarship Board

4.1.            The Longburn Scholarship Board will award scholarships.

4.2.            The board shall comprise for the first term, one former member of the Longburn Combined Church, the minister of Presbyterian Parish of St Mark’s & St Andrew’s, Palmerston North, and three members of the parish at least one of whom shall be a member of the Parish Council.

4.3.            The Parish of St Mark’s & St Andrew’s will elect the Board three-yearly at the Annual General Meeting. The Parish Council may fill any casual vacancy arising on the Board and any such appointment is to be ratified at the next Annual General Meeting of the parish.

4.4.            The Parish Council shall review the composition of the Board prior to each election. (See clause 4.2 above). Any proposed changes to the composition of the Board are to be approved by parish at the next Annual General Meeting.

5. Applications

5.1.            The Board will advertise for applications at least annually.  The closing date for applications shall be the 15 November, unless no award is made at that time in which case will be called closing on 15 May.

5.2.            Applications must be made on the Longburn Scholarship Application form, available from the parish office, cnr. Church & Ashley Streets, Palmerston North (06-358 0884) or by email from markandrew@inspire.net.nz.

6. Awarding the Scholarship

6.1.            Initially the value of the scholarship shall be $500.  For any year that no award is made the amount available to be offered the following year shall increase by $250.  The Board shall review the value of the scholarship based on the growth of the grant held in trust prior to the expiration of its three-year term in office.  The maximum value of the scholarship in any one application round shall be advertised by the board when applications are sought.

6.2.            Where the cost of the course/conference/workshop is greater than the amount available, the Board may, at its sole discretion, make a recommendation to Parish Council that the Parish Council supplement the scholarship from Parish funds.  The final decision will rest with Parish Council.

6.3.            The Board may decide, at its sole discretion, to award more than one scholarship, provided that the combined amount of the scholarships does not exceed the amount advertised in clause 6.1.

6.4.            Scholarship funds shall be paid to the provider of the course/conference or to the recipient of the scholarship on production of a receipt for the course/conference.

6.5.            Scholarships shall be taken up within nine (9) months of being awarded.

6.6.            In any application round, the Board may choose not to award a scholarship.

7. Decisions

7.1.            The Board will meet within two weeks of the closing date of applications and shall announce its decisions within 1 month of the closing date of applications.

7.2.            Successful applicants will be advised personally by mail within 1 month of the closing date of the application round in which they applied.
